Steel building codes are a layered stack, not a single document: a building code sets the overall legal requirements, a structural steel design standard governs how the frame is engineered, and a load standard defines the wind, snow, seismic and live loads the frame must resist — all three apply together on every project.

The Three Layers of Steel Building Codes

It helps to think of code compliance as three separate layers stacked on top of each other, each answering a different question about the same building.

Building code. Adopted at the national, state or municipal level (for example, the International Building Code in the US, or a national building code elsewhere), this layer sets occupancy, life-safety, fire and general construction requirements a project must meet to obtain a permit.

Structural steel design standard. This layer governs how the steel frame itself is designed — member sizing, connection design and stability — under standards such as Eurocode 3, AISC 360, AS 4100 or their local equivalents, matched to the building’s jurisdiction.

Load standard. A separate standard (such as ASCE 7 in the US, or the load parts of the Eurocodes elsewhere) defines the wind, snow, seismic and live loads a building at a specific location must be designed to resist — the numbers that feed into the structural calculation, not the calculation method itself.

Local amendments. Regional or municipal authorities frequently amend the base codes with local requirements — higher wind or snow provisions, seismic overlays, or additional fire and energy requirements — that must be confirmed for the specific project location.

Which documents apply depends on where the building will be erected, and sometimes on which editions the local building authority has adopted. Two points are worth noting. First, the three layers apply together — satisfying the steel design standard does not by itself satisfy the building code or the load standard, and each has to be demonstrated separately. Second, codes are revised periodically and local authorities amend them, so always confirm the edition, the national annex and any local amendment in force at the time of design. This table identifies the code families in each region, not the specific clause, load factor or edition applicable to a given project.

Frequently Asked Questions

Is a pre-engineered building held to a lower code standard?

No. A PEB or any other pre-engineered steel building must meet the same building code, structural steel standard and load requirements as a conventional building in the same jurisdiction — pre-engineered describes the delivery method, not a reduced compliance bar.

Who confirms which codes apply to my project?

The project’s licensed structural engineer of record, working with the local building authority, confirms the applicable building code, steel design standard, load standard and any local amendments for the specific site before final drawings are issued.

Do codes differ between countries for the same building design?

Yes, substantially. The same building shipped to two countries needs its loads, load combinations and connections re-verified against the destination country’s codes and maps — a stamped design from one jurisdiction is not automatically valid in another.
